Responsibilities of local governments in NYS for the delivery of public services: basic municipal services, public infrastructure, education, safety net programs
– Sources of funding for these responsibilities (state aid, property taxes, other taxes, fees, other); variations within the state; and changes over last several decades
– New York’s current and recent approaches to property tax relief (the STAR exemptions, the Enhanced STAR exemptions for seniors; the STAR rebate checks; the deductibility of property taxes on state and federal income tax returns; the local option senior citizen exemption, other local option exemptions such as those for veterans.
III. Options for the Future

– What are property tax circuit breakers? How do they work? How should a Middle Class Circuit Breaker for NYS be structures?
– Comparing the advantages and disadvantages of establishing a Middle Class Circuit Breaker vs bring back the STAR rebate checks
– Thinking about long term reform of the property tax system and New York’s approach to financing the services for which local governments are responsible; the Omnibus Tax Relief and Reform Act as an approach to combining short term property tax relief with long term reform.
