Gov. Andrew Cuomo’s budget proposal, a $152 billion spending plan that is due to pass by March 31, does not include a component to respond to an ACA repeal or changes to the law. But the proposal does include a component that would allow Cuomo to make changes to the budget without legislative input — a mechanism that is opposed by both Senate Republicans and Assembly Democrats.
“I don’t know if we agree with just him having the ability to do that,” Heastie said.
